The World Coalition's campaign in favour of the UN Protocol on abolition

The World Coalition’s objective is the ratification of the United Nations Protocol on the abolition of the death penalty by all the states parties to the ICCPR that have abolished the death penalty, either for all crimes, or for ordinary crimes only.

Has your country ratified the Second Optional Protocol?

As 30 September 2009, it had been signed by 35 States and ratified by 72. The latest ratification came from Brazil. Liberia's status is unclear.

Marc Bossuyt was UN Special Rapporteur for drawing up the Second Optional Protocol to the International Covenant on Civil and Political Rights. He is now president of Belgium's Constitutional Court.

Towards the abolition of the death penalty in international law

The UN's continuous struggle against the death penalty started with the adoption of the ICCPR in 1966 and recently took the form of resolution 62/149, which calls for a global moratorium on executions and was voted through in December 2007.
