Penal Reform International (PRI) is an international non-governmental organisation working on penal and criminal justice reform worldwide. Its head office is in London and it has offices and regional programmes on four continents.
PRI seeks to achieve penal reform by promoting the application of international human rights in law enforcement and prison conditions, and the elimination of unfair and unethical discrimination in all penal measures. The organisation advocates the reduction of the use of imprisonment and promotes constructive non-custodial sanctions which support the social reintegration of offenders. It takes into account the interests of victims as well as the regional and cultural context of its programmes.
PRI respects the right to life as clearly stated in the Universal Declaration of Human Rights and is opposed to all killing whether judicial or extra-judicial, in all circumstances – regardless of guilt or innocence.
PRI works with penal reform activists, NGOs and governments, as well as inter-governmental organisations such as the United Nations. Working with civil society is central to its programme activities. It provides organisational, technical and training support to NGOs and governments seeking to reform their penal systems. It assesses prison conditions at the request of governments and NGOs and makes recommendations for improvements.
PRI organises national, regional and worldwide meetings, publishes newsletters and reports and develops relationships with the United Nations and its agencies.
